Urgent notification from Barclay Place

October 24, 2006

Over the past few days, Seminole County notified a few of
owners about a Planning and Zoning Board meeting on
November 1, 2006 at 7:00 pm regarding a planned expansion
of Heathrow.

As you may be aware, Heathrow Land Development is seeking
to remove the racquet club and replace it with 74 single
family homes that will abut our fence line. In addition,
they are seeking to remove the current Heathrow entrance
and Tournament Drive. This will effectively remove Barclay
Place from the Heathrow "family".

As of the latest notification of their plans, HLD is
planning to put our entrance immediately outside of our
gate. We would only have room for two to three cars. Cars
awaiting entrance to Barclay Place would be backed up on
Lake Mary Blvd. Cars exiting Barclay Place would have a
right turn only exit, having no left turn cut-through in
the median. This would force us to turn right and do a
U-turn to access any point east on Lake Mary Blvd.

Barclay Place currently owns a one-third interest in the
current entrance and roadway. HLD is seeking to force us to
relinquish that. We have resisted their efforts thus far as
we feel that we derive a higher property value being
directly associated with the Heathrow community.

We need your help.

HLD will be presenting a request to rezone the Racquet Club
at to the P&Z Board on November 1, 2006 at 7:00 p.m. As you
may know, the only way to defeat such action is to show up
– in numbers.

After this meeting, the P&Z Board will be making a
recommendation to the Seminole County Commission at their
December 12 meeting. The senior planner reviewing the
project for Seminole County has indicated his positive
support for the development.

This project could significantly affect your property
values and we urge you to make time on your schedule to
attend this meeting.

As Seminole County only notified 5 owners, we are obtaining
a copy of the notice and will be distributing it to all
owners and residents. It will also be posted on our
website, www.barclayplace-heathrow.com. Even your tenants
can have a voice to help us stave off this detrimental
development.
